apmd 3.0final is released

Hi all,

This is to announce the final release of apmd 3.0.  It's been stewing as
3.0beta9 for a few months and has only gotten a few minor patches, so I
hereby release to the world the first officially stable version apmd since
1996.  Neat, huh?

Now don't tell me there are bugs, or I'll be sad.
