We need more information.

 * have you recompiled the kernel with APM enabled?  (RH doesn't by default)
 * what version of the kernel do you have?
 * any APM kernel patches?
 * what version of apmd do you have?  are you running it?
 * if you apmd-3.0beta9, you can enable debugging in apmd_proxy.  Have you?
   What is the output?
