I assume that you have recompiled your kernel after setting CONFIG_APM. I see that Stephen Rothwell has put out a new kernel APM driver which adds some new features. Those features will only be available in newer kernels. I agree that there is the potential confusion between APM suspend/resume and PCMCIA suspend/resume. I'll try to be more clear.
